The European Climate, Infrastructure and Environment Executive Agency organised the second cluster meeting on Positive Energy Neighbourhoods and Districts. The event took place in Brussels on 29 September 2025 and was attended by representatives of 14 EU-funded projects working on this topic. BIPED is part of a cluster tasked with developing decision support tools for PEDs, namely digital twins.
PED clusters and related projects
Smart Cities and Communities: ATELIER, POCITYF, RESPONSE
Positive Clean Energy Districts: ASCEND, NEUTRALPATH
Positive clean energy district digital twins: BIPED, EXPEDITE, TIPS4PED
Building and renovating in an energy and resource efficient way: ARV, oPEN LAB, PROBONO
Interoperable solutions for positive energy districts: HARMONISE, InterPED, PEDvolution
Session objectives
Exchange information on running Horizon 2020 and Horizon Europe funded projects
Provide updates on policies related to Positive Energy Neighbourhoods Districts
Present and discuss PEN/PED results and innovations, as well as related challenges addressed by current research and demonstration actions
Explore how the results from projects can be presented, shared, scaled up and replicated
Identify collaboration opportunities
BIPED interim results
Representing BIPED at the meeting were Razgar Ebrahimy and Shahrzad M. Pour, both from DTU COMPUTE, the Department of Applied Mathematics and Computer Science at the Danish Technical University.
During the presentation, they showcased BIPED's main achievements to date, explaining how the consortium has
Created the prototype Local Digital Twin platform which integrates data on energy, transport, environment, economy and society
Released the modular architecture as core design pattern, together with the model coordinator and specialised modules for energy, traffic, 3D GIS, and environment
Deployed AI-driven simulations and optimization at multiple spatial and temporal scales
Created new tools such as the Traffic-Enviro Analyst used for a multi-criteria assessment linking traffic, energy and pollution
Engaged citizens in Aarhus to co-design and validate PED scenarios, ensuring social acceptance and real-life impact
Supported participatory governance by embedding social and cultural dimensions in PED planning
Conclusion: better together
When so many bright minds gather in one place - collaboration thrives! And we certainly need it to make PEDs a reality in every city in Europe. New ties forged at the meeting will drive cooperation within our community for months to come. We will be co-organising exciting events as part of the upcoming #EURegionsWeek and #SCEWC. Stay tuned!
